lacks an executive structure but ittakes more to the form of an
empire with the many critics arguing that the EU has the
parametersof an empire. This makes it lack means of influence and
coercion of its own. It makes up for thishowever by possessing well
developed systems of linkages that positions the EU as a
meta-state.This systems do a good job of keeping the EU clean by
creating distance between themeta-state and member states,
transferring the burden of administrative decisions to bodies
suchas NATO for security and strategic defense, ensuring the EU is
not seen to be proactive in tryingto assert coercion. In the
demographics where the EU has interests in, that is,
economic,environmental, social and legal environments, the EU
leverages its influence and lets memberstates and their political
elites as well as EU based multinational companies do most of
